The reason
Why G.W.A.T. exists
Too often, residents are left to fight important local issues on their own—one complaint, one submission, one email or one meeting at a time.
That approach is hard to sustain and easy for decision-makers to overlook. Our area needs an organised group that keeps showing up, keeps the evidence together and speaks for the community consistently.
G.W.A.T. gives Gladstone Park, Westmeadows, Attwood and Tullamarine that collective voice. We are here to turn individual frustration into organised action—and to keep pushing until the area gets the attention it deserves.

Our current priorities
G.W.A.T. is a broad community action group. Our priorities will grow and change as residents identify the issues that matter most. Right now, our first major campaigns are safer state roads, responsible major infrastructure and development that respects residents.

Who we are
About G.W.A.T.
G.W.A.T. is a resident-led action group for Gladstone Park, Westmeadows, Attwood and Tullamarine. We exist because this part of Hume needs an organised, ongoing community voice.
Our purpose
Local people should not have to fight important issues alone.
Our purpose is simple: to bring residents together so the issues affecting our area are not left to individuals to fight alone.
We listen, organise information, build community support and advocate for practical action. We work with the people and organisations responsible for the issue—whether that is Council, the Victorian Government, a planning authority, a developer, a service provider or another public body.

G.W.A.T.’s priorities come from residents. Our first major campaigns reflect issues already affecting people across the area. They are not the limit of what the residents action group will work on in the future.
Responsibility matters
Working with the people who can act
Different issues have different decision-makers. Some can be addressed by Council. Some need Council to advocate. Some require action by the Victorian Government, planning authorities, developers, service providers or other bodies.
G.W.A.T. will work constructively with Hume City Council and councillors, while also taking the community’s case directly to the responsible body. We will support genuine advocacy and progress—but we will keep asking for answers where action is delayed.

Priority one
Safer state roads
Residents have repeatedly raised concerns about congestion, unsafe movements, pedestrian safety and intersection design on state-managed roads serving our area.
G.W.A.T.’s focus includes Mickleham Road and the Johnston Street / Broadmeadows Road / Deviation Road area in Westmeadows.
Who needs to act
Major funding and delivery responsibilities sit with the Victorian Government and relevant transport agencies. G.W.A.T. will organise residents to press Hume City Council to advocate strongly and visibly, while demanding direct commitments from the State.
What G.W.A.T. is seeking
- A funded, time-bound safety and congestion plan for the Mickleham Road corridor affecting the local area.
- A published assessment and upgrade pathway for the Johnston Street / Broadmeadows Road / Deviation Road area.
- Safer intersections, pedestrian crossings, turning movements and traffic management.
- Release of current crash, traffic-volume, delay and pedestrian-safety information used to prioritise works.
- A formal meeting involving residents, Hume City Council, relevant transport agencies and State representatives.
- Regular public progress reporting until agreed works are delivered.
Residents should not have to wait for another serious crash, years of worsening congestion or repeated individual complaints before State-controlled roads receive action.
Priority two
Responsible major infrastructure
Large data-centre proposals can affect electricity and water demand, cooling, backup generation, noise, air emissions, construction traffic, land use and local infrastructure capacity.
G.W.A.T. supports innovation and appropriate investment. But projects with substantial local impacts require transparent information, meaningful community input and accountable planning decisions.
What G.W.A.T. is seeking
- Timely public notice and accessible planning documents.
- A genuine opportunity for residents to make submissions.
- Transparent planning-relevant information about project scale, electricity and water demand, cooling method, backup generation, noise, traffic, emissions, waste and management measures.
- Independent assessment of cumulative impacts where multiple data centres are proposed or operating nearby.
- A clear public Hume City Council position on local amenity and infrastructure impacts.
- A published explanation of how Council and community submissions were considered when the State is the decision-maker.
G.W.A.T. is not opposed to technology or data centres. We oppose opaque processes that leave residents carrying local impacts without enough information, meaningful input or accountable decision-making.
Priority three
Development that respects residents
Hotels, large commercial projects and other major development can affect traffic, parking, noise, light spill, drainage, height, bulk, overlooking, operating hours, security and neighbourhood amenity.
Major planning pathways can shape outcomes that fundamentally affect neighbourhoods. G.W.A.T. will organise residents early, seek strong Council advocacy and require decision-makers to account for local impacts.
What G.W.A.T. is seeking
- Early notification and plain-English information for significant proposals.
- Independent assessment of traffic, parking, noise, drainage, height, bulk, overlooking, operating hours, security and neighbourhood amenity where needed.
- A clear public Hume City Council position and strong Council submissions where an external planning process, Minister or VCAT is determining a proposal.
- Transparent reasons showing how resident objections, petitions and Council submissions were considered.
- Enforceable permit conditions.
- Accessible complaints and compliance pathways.
- Effective enforcement by the responsible authority.
- Regular public reporting on significant proposals, approvals, permit conditions, complaints and compliance outcomes.
We are not anti-development. We support development that is transparent, appropriate and respectful of residents. We oppose processes that treat community input as a formality and leave local people carrying the impacts.

The residents action group turns local experience into a clear, evidence-based case for action.
Listen and document
Gather resident reports, photos, correspondence, traffic concerns, safety issues, planning impacts and local lived experience.
Build the case
Organise evidence into clear, factual community priorities and practical requests.
Advocate together
Work with Council, councillors, State representatives, agencies, planning bodies, developers and other responsible organisations.
Track delivery
Seek written commitments, timelines and named responsibilities. Report back publicly and keep pressure on until outcomes are delivered.
